One of the key areas of activity of RACHR is the training and professional development of specialists in the field of population protection from emergencies.

The Center’s educational activities are developed along three main areas:

  1. cooperation with higher educational institutions of EMERCOM of Russia and specialized training centers; 
  2. development and implementation of the Center’s own educational programs aimed at emergency service personnel, volunteers of international humanitarian organizations, and students; 
  3. provision of the Center’s training and material base for the training and self-training of specialists from partner organizations. 

At the initial stage (2018–2021), training was carried out primarily with the involvement of instructors from EMERCOM of Russia universities, as well as through sending specialists to the Russian Federation for specialized training.

Since 2022, RACHR has transitioned to conducting training predominantly using its own resources. This has significantly increased the volume of training: while 104 specialists were trained in 2018, the number rose to 346 in 2022 and reached 1,172 in 2024. As of early 2026, the total number of participants in the Center’s educational programs has exceeded 4,000.

Since 2023, the Center has placed emphasis on the development of its own training programs and practice-oriented courses using the multipurpose training complex. This approach makes it possible to deliver most in-demand courses using RACHR’s own instructors.

RACHR also implements advanced training programs for rescuers in partnership with leading educational and professional institutions of the EMERCOM of Russia system. The training is delivered with the participation of instructors and lecturers from specialized Russian institutions who possess practical experience in emergency response operations.

Among the Center’s partners are the Civil Defence Academy of EMERCOM of Russia, the State Fire Service Academy of EMERCOM of Russia, the Saint Petersburg University of State Fire Service of EMERCOM of Russia, the Siberian Fire and Rescue Academy of State Fire Service of EMERCOM of Russia, as well as the Russian Union of Rescuers and other specialized organizations.

The programs are developed upon request of the Rescue Service of the Ministry of Internal Affairs of the Republic of Armenia, considering current operational needs, and are aimed at developing practical skills required for effective emergency response.

Training is delivered in two formats: at the Center’s facilities with the involvement of Russian instructors, as well as at specialized educational institutions of EMERCOM of Russia, where Armenian specialists are sent to undergo training.
