Russian-Armenian Center of Humanitarian Response

The Russian-Armenian Center of Humanitarian Response (RACHR) is an intergovernmental organization established by Russia and Armenia to jointly respond to emergencies and provide humanitarian assistance.
The Center was founded in 2015 based on bilateral agreements aimed at developing cooperation between the two countries in the field of prevention and response to natural disasters and man-made accidents.
Over the course of its activities, RACHR has carried out several operations commissioned by the Government of the Russian Federation, providing assistance and participating in emergency response efforts in Armenia, Syria, and Iran.
One of the Center’s key areas of activity is professional training. We train rescue personnel, develop our own educational programs, and provide a training ground for practical exercises. As of early 2026, more than 4,000 specialists have already taken part in RACHR training programs.
The Center serves as a regional training center of the International Civil Defence Organization (ICDO), contributing to the development of educational standards and the training of international rescue teams.
RACHR actively cooperates with governmental and non-governmental organizations, educational institutions, and the professional community, and participates in exhibitions as well as scientific and practical conferences.
The Center also places special emphasis on promoting the profession of rescuer: our specialists conduct workshops in schools and universities, introduce young people to the fundamentals of safety, and invite pupils and students to RACHR open doors events.
Today, the Center is developing as an international platform that integrates professional training and humanitarian response. We operate in the interests of countries in the Caucasus, the Middle East, and other regions, ensuring readiness to act in emergency situations.
